Right now your best option/cheapest would probably be buying the ESO Standard Edition which includes the base game and the Morrowind chapter (their name for big expansions). There's no sub, it's buy to play like GW2. There are also activities and things designed for multiple people but like 80-90% of content is absolutely soloable and it's a blast. Since it's set 1000 years before Skyrim and respectively 800 years before TES 3 and Oblivion the devs have a ton of lore and history they can work with and they really are using a lot of the TES universe in great ways for worldbuilding. It often feels just like a regular TES game. I just love The Elder Scrolls universe and I was looking for something to fill the void and lack of a new TES and it's been pretty great.

I've been playing ESO on and off as a primarily singleplayer game for about 3 years now with probably 1000 hours invested. Don't watch old reviews or old videos, the game has changed and improved a ton since 2014.
